Another declassified HSCA document, a 1977 memo from Garrison to L.J. Delsa and Bob Buras, recou nts the story of Clara Gay, a client of Attorney G. Wray Gill whose office David Ferrie shared. She happened to call Gill right after Ferrie was interviewed by Garrison and the FBI and overheard the secretary deny Gill’s knowledge of Ferrie’s activities. Clara then went to the office, and noticed on Ferrie’s desk a diagram of Dealey Plaza with “Elm Street” on it, which she unsuccessfully tried to snatch in order to turn over to the FBI. What she recounted to Garrison can be put together with Jimmy Johnson’s claim to have seen a manila envelope, which Ferrie referred to as “The Bomb”, containing a diagram for a Castro assassination, and with the fact that Ferrie had studied the ejection angles of cartridges from various types of rifles. On the operative level of the conspiracy, you find anti-Castro Cuban exiles who never forgave Kennedy for failing to send in U.S. air cover at the Bay of Pigs and who feared that the thaw following the Missile Crisis in October 1962 augured the total frustration of their plans to liberate Cuba. On a higher, control level, you find a number of people of ultra-right-wing persuasion --- not simply conservatives, mind you, but people who could be described as neo-Nazi, including a small clique that had defected from the Minutemen because it considered the group "too liberal." These elements had their canteens ready and their guns loaded; they lacked only a target. After Kennedy's domestic moves toward racial integration and his attempts to forge a peaceful foreign policy, as exemplified by his signing of the Nuclear Test Ban Treaty, they found that target.
So both of these groups had a vital stake in changing U.S. foreign policy --- ideological on the part of the paramilitary rightists and both ideological and personal with the anti-Castro exiles, many of whom felt they would never see their homes again if Kennedy's policy of d...tente was allowed to succeed. The CIA was involved with both of these groups. In the New Orleans area, where the conspiracy was hatched, the CIA was training a mixed bag of Minutemen, Cuban exiles and other anti-Castro adventurers north of Lake Pontchartrain for a foray into Cuba and an assassination attempt on Fidel Castro. David Ferrie, who operated on the "command" level of the ultra-rightists, was deeply involved in this effort.
But I think the clincher, as far as Washington's obstruction of our probe goes, is the consistent refusal of the Federal Government to make accessible to us any information about the roles of the CIA, anti-Castro Cuban exiles and the para-military right in the assassination. There is, without doubt, a conspiracy by elements of the Federal Government to keep the facts of this case from ever becoming known --- a conspiracy that is the logical extension of the initial conspiracy by the CIA to conceal vital evidence from the Warren Commission.
...It may sound melodramatic, but you can best envisage the plot as a spider's web. At the center sit the organizers of the operation, men with close ties to U.S. and western-European intelligence agencies...Radiating out from these key men, the strands of the web include a motley group of political adventurers united only in their detestation of Kennedy and their dedication to the reversal of his foreign policy. Another member of this group is an individual who deliberately impersonated Lee Oswald before the assassination in order to incriminate him: we believe we know his identity. When I reported the Camp Street discovery to Garrison, I recommended that we assign priority to interviewing Banister. Too late, he said, Banister had been found dead in bed in June 1964, his pearlhandled, monogrammed .357 Magnum revolver at his side. Although there was no autopsy, his demise was attributed to a heart attack. But Brooks, who had done some clipping and filing for Banister in 1962, had identified his deputy, Hugh F. Ward, as also belonging to the Minutemen as well as an outfit called the Anti-Communism League of the Caribbean, which was headed by Banister after he came to New Orleans in 1955. Brooks credited the ACLC with helping the CIA overthrow the leftist Arbenz government in Guatemala, opening the way for a succession of rightist strongmen. The ACLC continued to act as an intermediary between the CIA and right-wing insurgency movements in the Caribbean, including Cuba after Castro gained power. There was a chance that Ward would be willing to talk, but it turned out he was gone as well. On May 23, 1965, he was at the controls of a Piper Aztec chartered by former New Orleans mayor DeLessups Morrison when the craft, engines sputtering, crashed on a fog-shrouded hill near Ciudad Victoria, Mexico, killing all on board. That left Maurice Brooks Gatlin, Sr., an attorney associated with Banister, on Brooks's list of key Minutemen in Louisiana. According to Brooks, Gatlin served as legal counsel to the ACLC. In fact, Brooks had been a kind of protege of Gatlin. The attorney's passport was stamped with visas of countries around the world. In Brooks's estimation, he was a "transporter" for the CIA. On one occasion Gatlin bodaciously told Brooks, "I have pretty good connections. Stick with me-I'll give you a license to kill." Brooks became a firm believer in 1962 when Gatlin displayed a thick wad of bills, saying he had $ioo,ooo of CIA money earmarked for a French reactionary clique planning to assassinate General de Gaulle. Shortly thereafter Gatlin flew to Paris, and shortly after that came the Secret Army Organization's abortive ambush of the French president. But Gatlin as well was beyond Garrison's reach.
