Col. Andriy Lysenko: Number of armed provocations significantly decreased. Militants didn’t use artillery & armored vehicles
Training for Ukrainian troops is part of a broader package of assistance being provided by the United States. President Barack Obama's administration has said it will provide Ukraine's military with $75 million in nonlethal aid, but has refrained so far from offering lethal equipment, despite calls from Congress to do so.

Russian Foreign Minister Sergei Lavrov criticised the Ukrainian government for rejecting direct negotiations with the leaders of the Donetsk and Lugansk People's Republics (DNR/LNR) in Moscow, Monday, suggesting that it was evidence that "Ukraine does not have a desire to comply with the Minsk agreements". In particular, Lavrov was referring to Ukrainian Foreign Minister Pavel Klimkin's recent statements from April 17, where he said to journalists that the OSCE could disclose positions to the self-defence forces if Kiev would directly negotiate with DNR and LNR representatives.
SOT, Sergei Lavrov, Foreign Minister of Russia (Russian): "The Ukrainian foreign minister's recent verbal attacks towards the OSCE monitoring mission show that Ukraine does not have a desire to comply with the Minsk agreements. He [Pavel Klimkin, the Ukrainian foreign minister] also said that Kiev will not speak with the present heads of Donetsk and Lugansk, as 'Russia wants'. This is not Russia's wish, but is set in the commitments of the Ukrainian government which they have signed in Minsk. "
SOT, Sergei Lavrov, Foreign Minister of Russia (Russian): "We have issued this idea a long time ago, but the Normandy Four supported it last week. What I mean is the inclusion of tanks and guns with a calibre of less than 100 mm into the list of heavy weapons to be withdrawn. "
SOT, Sergei Lavrov, Foreign Minister of Russia (Russian): "As the OSCE monitors recognised, the problem is that Ukrainian soldiers began shooting first, in many cases triggering the same response from the militia. There are infringements from sides of the self-defence forces, too. Both sides still have work to do regarding the full compliance with the obligations of the withdrawal of heavy weapons."
SOT, Sergei Lavrov, Foreign Minister of Russia (Russian): "Unfortunately, the Minsk agreements have not been complied with, first of all by the Ukrainian side and the Ukrainian government. We have more examples than we need."
