Ich finde es toll, dass du dir die Mühe gemacht hast, allerdings hast du nicht unwichtige Passagen wieder einmal ausgelassen, wie beispielsweise den Punkt 4.2.2
4.2. All requests by civil authorities for DoD military assistance shall be
evaluated by DoD approval authorities against the following criteria:
4.2.1. Legality (compliance with laws).
4.2.2. Lethality (potential use of lethal force by or against DoD forces).4.2.3. Risk (safety of DoD forces).

Und du tust auch immer so, als ob es zwischen den DoDD 3025.15 und DoDD 3025.1 keinen Unterschied gäbe:

may be provided by their DoD Component, to take necessary action to respond to
requests of civil authorities. All such necessary action is referred to in this Directive as
"Immediate Response."
Was soll ich noch sagen? Bei so einer Situation wäre (und ist!) vor dem 1.Juni 2001 entsprechend dem Punkt 4.5.1 und dem Punkt 4.2.2 das Militär sofort benachrichtigt worden.
Entweder man versteht das oder nicht. Am 11.Sept. 2001 musste die ganze Befehlskette durchlaufen werden. Hatte ich ja schon ein paar Beiträge zuvor gepostet:
