That's a derivative of a Chuck Norris joke. The original is "Chuck Norris' tears could cure cancer, too bad he's never cried." Also I think you meant "manly."

Supposedly "ein Berliner" was a nickname for a bismarck doughnut at the time, and he should have instead said "Ich bin Berliner." That's the story, anyway, I don't know how true it is.
